Job Summary:

 

Reporting to the Chief Information Officer (CIO), the Director of Information Management is responsible for the governance, management, and optimization of the college's Information Management program. This encompasses Digital Resources, Records Management and Archives, as well as Data Governance. The director ensures that the program aligns with the College's strategic goals and operates under the “One College” principle, fostering cross-departmental collaboration and alignment.

 

Essential Duties and Responsibilities:

 

Essential Performance Requirements*

 

• Ensures the efficient and effective functioning of the Information Management department in line with the “One College” principle

• Collaborates with the CIO to formulate and execute both short-term and long-term strategies for the Information Management program, ensuring alignment with college objectives

• Leads initiatives to capture, standardize, and document the information management processes and procedures used across all college departments

• Assists with the establishment and maintenance of data governance protocols, including specific documentation of data definitions and coding conventions

• Responsible for documenting historical changes in data and systems to maintain a comprehensive record for auditing and compliance

• Develops and maintains key performance indicators (KPIs) to gauge the effectiveness of the Information Management program, providing regular updates to stakeholders

• Oversees the purchasing of required materials and equipment, ensuring compliance with district guidelines and budget constraints

• Cooperates and coordinates with external entities, such as the Texas State Library and Archives, to enrich the Information Management program and stay aligned with industry best practices

 

General Supervision and Management Responsible for the recruitment, evaluation, management, professional development, and termination of assigned administrative and professional-level direct reportsResponsible for the development, monitoring, and maintenance of the department budget and management of expenditures

Service Excellence

 

• Participates on behalf of the College in external community organizations and associations as assigned to support the essential performance requirements

• Attends the workplace regularly, reports to work punctually, and follows a work schedule to keep up with the demands of the worksite

• Completes all required training and professional development sessions sponsored through Tarrant County College (TCC)

• Supports the values of the College: diversity, teaching excellence, student success, innovation, creativity, and service to the College

• Supports the mission, values, goals, and principles of the College

 

SupervisionWorks under the general supervision of the Chief Information Officer

Required Education, Experience, Certifications, Licensures:

 

Master’s degree and seven (7) years’ working experience related to the Essential Performance Requirements; or any equivalent combination of education, training, certification, and work-related experience

 

Desired Education, Experience, Certifications, Licensures:

 

• Experience working with Enterprise Content Management (ECM) platforms (i.e., Laserfiche, Docushare, FileNet)

• Experience implementing Knowledge Management programs across a medium to large organization

• Experience working in a community college or university setting

• Applicable certifications, including Data Governance, Knowledge Management, and Information Governance

 

Knowledge, Skills and Ability:

 

• Knowledge of information management theories, practices, and trends, including data governance and records management

• Knowledge of strategic planning processes and how to align departmental goals with overall organizational objectives

• Knowledge of local, state, and federal regulations pertaining to information management and data security

• Knowledge of project management methodologies and best practices

• Knowledge of budget planning, tracking, and financial reporting

• Skilled in leading and motivating cross-functional teams, fostering a collaborative environment

• Skilled in excellent written and verbal communication, capable of translating complex technical concepts into understandable terms for diverse audiences

• Skilled in applying technical writing principles to knowledge base documents and templates

• Skilled in analytical evaluation of the effectiveness of various programs, based on KPIs and other metrics

• Skilled in using various software and technologies commonly employed in information management, such as databases, content management systems, and data analytics tools

• Skilled in negotiating contracts and agreements with vendors and external partners

• Ability to think strategically and translate strategies into actionable plans

• Ability to execute high-level problem-solving, particularly in crisis or high-pressure situations

• Ability to manage and implement change, aligning the team and resources with new directives or strategies

• Ability to engage with internal and external stakeholders at various levels, including academic and administrative departments

• Ability to prioritize tasks and manage time effectively, juggling multiple projects and deadlines simultaneously
