Job Overview:

The Tennessee Department of Health (TDH) seeks an energetic public health and senior data science professional to direct the Advanced Analytics and Visualization (AAV) unit of the Office of Informatics and Analytics (OIA) reporting to the Chief Data Officer.

The successful candidate will lead and support the Health Department's analytics efforts and support data modernization projects. Leading teams of data science professionals, this professional will lead the delivery of public health data analytics and visualization.

A marquee effort of the AAV teams is the Overdose Surveillance Program (OSP). These teams of epidemiologists and data scientists support the data-driven mitigation of the overdose epidemic in Tennessee. The incumbent will align the teams' work monitoring the prescribing and dispensing of opioids, the prevalence of related activities or diseases, and the use and misuse of other biologics.

 

Key responsibilities:

·         Serve as supervisor to the managers of the Visualization, Analytics, and Overdose Surveillance Program teams.

·         Hire, mentor, and retain the data scientists and epidemiologists that comprise AAV and support their career development and growth.

·         Assure the ongoing support of the work of the Overdose Surveillance Program and conduct advanced analysis of overdose-related datasets in collaboration with senior data scientists.

·         Assure the validity, quality, and timeliness of data products, including reports, legislative summaries, and dashboards.

·         Conduct hands-on data management, transformations, and preparation for more effective analysis.

·         Query large data sets for actionable information.

·         Manage teams of data scientists to build new predictive and analytical capabilities within the public health programs of the department.

·         Conduct and participate in peer review and collaboration with senior data scientists and leaders.

·         Conduct sophisticated epidemiological analysis, and mentor senior data professionals on best practices.

·         Provide services to the department by delivering data products and deploying analytic techniques.

·         Collaborate with peers and customers throughout the department and support their success with data.

·         Establish and promote methods of peer validation of key data sets and data products.

·         Build community and trust among team members and among other teams and divisions.

·         Develop and analyze management, administrative reporting system, and/or program evaluation plans, procedures, data gathering, and methodology.

·         Combine, analyze, and interpret complex data sets and findings to develop data-driven organizational solutions and streamline processes and evaluates organization effectiveness, and improve operations.

·         Communicate needs and findings clearly to team members and the organization to inform scientific knowledge and decision.

·         Support the needs of the Office for ad hoc events, symposia, and other responsibilities as required.

 

Ideal Candidate:

·         Senior analytics professional with extensive and deep data science skillset

·         Committed to the success of the TDH Overdose Surveillance Program

·         Hands-on expert in visualization and analytic tools, methods, and best practices

·         Creative, collegial, energetic data scientist and master data wrangler

·         Guru at R, Python, and a SQL ninja

·         Comfortable performing advanced data analysis and producing and troubleshooting code

·         Excellent, positive leader with deep management experience

·         Passionate for precision, accuracy, and validity in data science and a customer focus

·         Knowledgeable of the workings of CDC grants and State Government

 

Preferred qualifications:

·         PhD in public health, analytics, informatics, data science, or related analytical domain

·         8+ years of supervisory experience

·         Productive contributor to peer-reviewed science

 

Minimum qualifications:

·         MPH or Master's in analytics, informatics, data science, or related analytical domain

·         5+ years of supervisory management experience leading data scientists
