Overview:

The IDA Science and Technology Policy Institute (STPI) is a non-profit, federally funded research and development center that provides analytical support to the White House Office of Science and Technology Policy (OSTP), NASA, and other federal agencies on science and technology (S&T) policy issues.

STPI takes pride in the high caliber and timeliness of its analyses, which are produced in an atmosphere that encourages independent thinking to achieve objective results.  Work at STPI often involves multidisciplinary research in diverse teams. Strong oral and written communications skills are essential. STPI staff work closely and regularly interact with federal sponsors. 

Responsibilities:

The Research Analyst will provide data analysis and data management support for projects relating to S&T policy for OSTP and other federal agencies. The Analyst will need to conduct and support research involving statistics, data mining, machine learning, text analytics, and topic modeling; solve complex data and big data problems; develop a vision and define standards for data workflow, analysis, and quality; mentor post-baccalaureate research fellows; and engage with their professional community.

Qualifications:

  • Requires a doctorate or masters in Data Science, Statistics, Computer Science, Mathematics, or a closely related field.
  • Requires demonstrated experience with:
    • data mining, machine learning techniques, text analytics, topic modeling and statistics
    • big data: datasets too large to be read into working RAM
    • programming and software design to manipulate unstructured and big data
    • experimental and quasi-experimental design
    • quantitative and qualitative research methods
    • computational tools such as the UNIX command line, R, and Python; Weka and other machine learning packages
    • production and presentation to both technical and non-technical audiences
  • U.S. Citizenship is required.
