The Office of the New York State Attorney General (OAG) seeks candidates for a full-time Director of Research and Analytics position. The Research and Analytics Department (RAD) is part of the Executive Division and supports many of the office’s major investigations and initiatives, contributes to policy development and litigation for several complex multi-district cases, creates and directs multi-million-dollar grant programs and settlement distributions and researches and writes analytical reports garnering national attention. The Director position is located in New York City and reports to the Attorney General’s Chief of Staff.

 

The Director works with OAG Executive Leadership to effectively identify and prioritize work and allocate team resources across a robust and dynamic portfolio of projects. Leading RAD’s innovative team of ten (10) data scientists, analysts and technologists, the Director ensures the OAG has the technical knowledge, tools and staff needed to leverage data science and technology to support a vast array of issue areas and enforcement initiatives. This includes providing strategic guidance and insight to OAG legal divisions and bureaus on how data science and technology can be deployed to develop novel investigative avenues and build cases. 

 

Employing over 1,800 people across New York State, the OAG serves all New Yorkers in numerous legal and regulatory arenas, including vigorously protecting the rights of consumers, workers, tenants, and homeowners, promoting economic and social justice, encouraging harm reducing public health strategies, coordinating state-wide criminal investigations and preserving the State’s environment. The OAG also advises the Executive branch of State government and defends actions and proceedings on behalf of the State. 

 

Responsibilities: 

• Lead RAD’s agenda setting and workflow/program management and the department’s quality control, budgeting, process and infrastructure improvement efforts;  

• Supervise RAD staff and work product, including identifying department needs and recruiting, hiring, training and mentoring new staff;

• Support RAD staff development by fostering a collegial and productive work environment that values communication, collaboration, curiosity and continual learning;

• Provide guidance to project leads to help steer work while maximizing opportunities for their professional development and growth;

• Manage complex cases and projects, including developing analytic roadmaps for complex or sensitive matters, reviewing analytic products of RAD staff and providing quantitative data expertise to the department;

• Proactively identify new areas for investigation or analysis and discover new research techniques and sources of information;

• Drive knowledge building around new data, analytic methods and tools used across industry and government settings;

• Coordinate the development of OAG-issued reports;

• Build relationships on behalf of RAD with OAG case teams, bureaus and senior staff and with external inter-agency partners, regulators, academics and advocates; and 

• Perform other duties as required.

Qualifications/Skills:

• A bachelor’s degree is required, and an advanced degree is preferred;

• At least 8 years of relevant experience in data science, data analysis, research or related fields;

• At least 4 years of experience supervising, managing and leading teams;

• Demonstrated investigative qualitative and quantitative research abilities;

• Excellent oral, written, and presentation communication skills, including communicating technical concepts and results to a non-technical audience;

• Experience with the following technologies: python, SQL, Git; 

• Experience with applied statistics and regression;

• Ability to effectively work and lead a team in a high-paced, deadline-oriented environment that requires simultaneously managing several projects with competing timelines;

• Highly organized, self-directed and curious;

• Personable and positive with a high level of integrity;

• Commitment to public policy, social/economic/criminal justice and the OAG’s diversity and inclusion goals;

• Candidates with additional experience in any of the following are preferred:

o R, Linux command line, docker

o Large-scale/enterprise data management infrastructure and pipelines (e.g., AWS, Azure, spark, databricks, GCP, complex ETL procedures) 

o Open Source Intelligence research and analysis 

o Understanding of data privacy and security with a conceptual understanding of the field including cookies, trackers, attack vectors and general data security, as well as new consumer products and services from a technical perspective

o Subject matter expertise in economic, social and criminal justice areas including but not limited to consumer finance, financial markets, housing, labor, civil rights, policing or healthcare 

o Experience working in the public sector

 

The annual salary for this position is $151,901 + $3,026 in location pay.
