The New Jersey Judiciary is seeking an experienced manager to lead the Quantitative Research unit within the Administrative Office of the Courts.  The position reports to the Assistant Director of Data Analytics & Research within Trial Court Services. This position is a senior management position that is responsible for the production of New Jersey Judiciary’s official court case management statistics and the creation of both public facing and key internal management reports.  

 

This position is also responsible for providing leadership to a research team that performs complex statistical analysis in order to provide guidance to the Judiciary’s most senior leadership on key areas of interest or concern.  It is especially important for the candidate to be able to draw insights from statistical trends and research and be able to effectively communicate them to senior leaders of the organization.

 

Remote Work: The Judiciary currently offers a hybrid work schedule, and this position may qualify for up to 3 days of remote work outside of Judiciary buildings. To participate in this program, you will be required to have high speed home internet access.

 

Example of Duties:

*  Management of a 12-15 person team of analysts and researchers responsible for:

- Collection & validation of New Jersey Judiciary’s court management statistics

- Creation of public facing court case management statistical reports/publications

- Creation of key management reports pertaining to case management statistics and trends

- Statistical Analysis of key research questions of interest/concern to the Judiciary (including but not limited to Criminal Justice Reform)

 

* Serve as New Jersey Judiciary’s liaison to external data partners (e.g. National Center for State Courts, Juvenile Justice Commission, New Jersey State Data Center) and research partners

* Provide New Jersey Judiciary’s senior leadership and key management committees with all required data and the related analysis (e.g. budget, planning, operations, etc.)

* Support New Jersey Judiciary’s most senior leadership by drawing insights from statistical trends and from research results

* Presentations to Judges and management (all levels) to communicate results, highlight trends, and provide insights

 

Salary range is $103,917.67 - $154,004.77. For newly hired individuals, the starting salary will normally be at the minimum of the salary range.

 

 

 

Job Requirements: Bachelor’s degree from an accredited college or university and seven (7) years of managerial experience, which shall have included responsibility for the management of budgets and administrative operations; development and implementation of programs, policies and procedures. Experience with statistical analysis strongly preferred.

 

Proficiency in Excel is a requirement, and familiarity with statistical analysis tools (e.g. SAS, SPSS) is preferred. Experience with reporting tools and dashboard technologies would also be helpful. Strong analytical, communication and presentation skills are critical to the success of the individual in this position.

 

Candidate should ideally possess knowledge of court case processing and familiarity with court operations. Four years of supervision of professional staff is also required.

 

Substitution: Applicants who do not possess the required education may substitute additional professional experience on a year-for-year basis with one year of such experience being equal to 30 semester hour credits. An Associate's degree and two (2) years of additional professional experience may be substituted for the required Bachelor's degree. A Master's degree may be substituted for one (1) year of experience as indicated above – OR - a law degree may be substituted for two (2) years of experience as indicated above.

Driver's License:  Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle is necessary to perform essential duties of the position.

 

Residency Law:  In accordance with N.J.S.A. 52:14-7 (L. 2011, Chapter 70), the "New Jersey First Act," all persons newly hired by the Judiciary within one year must establish, and then maintain, principal residence in the State of New Jersey. Any person may request an exemption from that requirement from the Employee Residency Review Committee in the Department of Labor & Workforce Development on the basis of either hardship or employer critical need. 

 

Authorization to Work: US citizenship is not required.  Selected candidate must be authorized to work in the US according to Department of Homeland Security, US Citizenship and Immigration Services regulations.
