The Marin County Human Resources Department and the Marin County Department of Health and Human Services, Whole Person Care Program are now accepting applications for the following fixed-term positions:

 

Accountant II: Salary $5,806 - $6,944 / Month

The person in this position is responsible for preparing and completing all fiscal reporting requirements for the Whole Person Care Program. This includes preparing, monitoring and auditing all accounting and financial transactions, budget, revenue, expenditures and fund balances. As an Accountant II, one also supports in developing, modifying and implementing financial record keeping and reporting systems. In addition, the person in this position will be responsible for preparing clear, concise and accurate financial reports and claims for payment required for State and Federal funding as well as processing payments for services provided by contract providers. 

 

The ideal candidate has experience with complex accounting, developing and maintaining budgets, and cost reporting with a public agency dealing with federal, state and local sources of funds. In addition, the ideal candidate is highly organized and skilled at gathering and analyzing financial data, and has experience working with large and complex computer accounting systems and ERP (Enterprise Resource Planning) software system in a governmental or highly regulated setting in the private sector. The successful candidate has excellent written and verbal communication skills and has the ability to work with staff at various levels of the organization, including administrative, program and clinical multi-disciplinary staff. 

 

Department Analyst II: Salary $6,902 - $8,348 / Month

The person in this position will design and oversee all data-related projects to fulfil the county’s responsibilities under its Whole Person Care Program. The person in this position will be responsible for development of data collection tools and methods, population health management strategies, program evaluation design, continuous quality improvement, and design and development of program reports as required by the department, county, state and federal government. As a Department Analyst II, one will be responsible for creating reports and presentations for internal and external audiences, reviewing and analyzing current and pending legislation to determine the effect on departmental organization or programs, and for presenting findings, recommendations and implements for changes. Also, in this position one provides professional-level staff support in the management decision making process and serves as a liaison with other departments, clients, service providers, government agencies, community organizations and others to coordinate special projects. Lastly, as a Department Analyst II, one will also provide specified administrative services and insight for use in assigned studies or management decisions.

 

The ideal candidate is knowledgeable and has experience in the following: program evaluation, design, and methodologies; epidemiology and epidemiologic methodologies for data analysis; population health management and health information exchange databases; and using performance and outcome data for continuous quality improvement. In addition, he/she will have experience creating visual and narrative reports and presentations. The ideal candidate is a strong collaborator, reflective thinker, skilled oral and written communicator, and able to deal with ambiguity. The successful candidate is analytical and understands how to solve complex obstacles and problems through experimentation, iteration and humility. The ideal candidate is self-motivated and willing to take initiative. In addition, the ideal candidate has demonstrated that they are deadline driven, results-oriented, manages multiple competing timelines in a fast-paced changing environment, and highly competent communicating complex concepts to diverse audiences. The successful candidate who stands out will have a history working on, and passion for, data-driven, systems-level change. Since the incumbent will be joining a small inter-disciplinary team, it is critical to have team members who will thrive in nurturing and sustaining a close-knit, better-idea-generating, flexible, high-performing team.

 

Senior Program Coordinator (Two Vacancies): Salary $6,588 - $7,999 / Month

These positions will be responsible for assisting in system and program-level strategic planning efforts, providing training and technical assistance to community partners, and assisting with implementation and monitoring of the Whole Person Care pilot project. The incumbent will work with a team to identify and create subpopulation groups based on diagnoses, risk factors, care team and other factors. He/she will help identify patterns, examine detailed characteristics of patient subpopulations, facilitate communication and coordination between providers and participants, monitor clinical performance measures, and aggregate and share data. Primary responsibilities also include, but are not limited to, program planning, contract development and monitoring, including performing quality assurance activities, assessing compliance with relevant laws and policies, writing reports, and making policy and program recommendations to internal and external stakeholders.
