Basic Function

To manage and oversee the analysis and performance of Metro’s Bus and Rail Operations Department to ensure efficiency and effectiveness, and improve the quality of services, programs and processes.

Example Of Duties

  • Researches and develops statistical learning models for data analysis
  • Keeps up-to-date with the latest trends in data science and data mining
  • Implements new statistical or other mathematical methodologies as required for specific models or analysis
  • Identifies efficiencies in data collection processes
  • Identifies unique opportunities to collect new data
  • Thinks conceptually to identify new uses for data and its effect on data design
  • Articulates complex analysis and results into a clear and simple format to support executive level decision making
  • Participates in developing program guidelines, strategies, and policies
  • Evaluates internal and external policies and identifies any benefits and negative impact to Metro Operations
  • Provides technical support and makes presentations to public and private groups regarding Metro projects and programs
  • Disseminates information and cohesive messaging in a timely manner to internal and external stakeholders
  • Establishes and facilitates collaborative partnerships and communications among external/internal agency departments and stakeholders
  • Supervises and coordinates data collection activities and/or the preparation of management reports to analyze operating performance of the Metro bus and rail systems and other activities of the Operations Unit
  • Participates in management meetings and decision-making processes to provide a strategic approach to operations problems and issues
  • Serves as project manager on major administrative and analytical projects
  • Supervises subordinate staff
  • Performs other related work
  • Communicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all subordinate employees
  • Contributes to ensuring that the EEO policies and programs of Metro are carried out

Requirements For Employment

  • Bachelor’s degree in Statistics, Applied Mathematics, Computer Science or other related field
  • 5 years of senior-level experience performing complex financial and performance analysis, organizational, policy analysis and development, strategic planning, research and analysis of current issues with an extensive background in data mining and statistical analysis
  • Understanding of transit service and operational efficiencies desirable
  • Proficiency in Geographic Information Systems (GIS) desirable
  • Master’s degree in Public or Business Administration desirable

Knowledge:

  • Theories, principles and practices of administration, management, public affairs, organization, effective communications, budgeting, and organizational management
  • Administrative principles and methods, including goal setting and monitoring, strategic planning, program and budget management, and policies and procedures development and implementation
  • Applicable federal, state and local regulatory requirements and standards, including National Transit Database reporting requirement
  • Transit service and operational efficiencies
  • Statistics, programming and predictive modeling
  • Data mining knowledge that spans a range of disciplines
  • Oracle and SQL databases
