The Information Services Division (ISD) supports the City of Eugene's technologies and meets the evolving needs of the organization and the community.

The Data Engineer (classification: Application Systems Analyst) performs an array of cutting edge professional and technical support activities for City's enterprise applications and systems. These duties include:

  • Data Warehouse development, specifically using data vaulting methodology SQL Server/SSIS ETL development, including logic for data cleansing and data aggregation
  • Python Programming Tableau report development
  • Data analysis
  • Design, implementation, and testing of new databases
  • Data integrations
  • Development and support of data visualizations to be used by various teams or   stakeholders to enable strategic decision making
  • Development of system specifications, procedures, and other documentation

The ideal candidate also possesses excellent knowledge, skills, and abilities in:

  • TFS, JIRA, or a similar ticket tracking system for development
  • Source code control with Git
  • SQL Server Database Development and T-SQL Programming, with experience developing and maintaining temporal tables
  • Writing queries, reports, and presenting findings
  • Performance optimization and troubleshooting
  • Analyzing, designing, and developing applications using object-oriented concepts in a .NET environment using C#
  • The ability to implement, modify, and support vendor supplied software solutions a plus
  • Communication skills & a drive to understand customers
  • Working effectively in a team environment and independently p
  • Ability to analyze problems critically and have a high attention to detail
  • Developing technical documentation to guide future software development projects
  • Collaboration, project management, time management, planning and multi-tasking skills
  • Agile/Kanban and continuous delivery
  • Building and maintaining relationships with business users of the data to support their requirements through effective communication
  • Recommending improvements to IT systems to further facilitate data collection and analysis

Application Systems Analyst 2:

If assigned a supervisory role, the Application Systems Analyst 2 is responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.

Department / Division: Central Services Department / Information Services Division (ISD)

Work Schedule: 40 hours/week, Monday-Friday with additional or flexible hours as needed to meet business needs. Flexible, work from home options available, some hours / days in the office may be required.

COMPENSATION PACKAGE

Annual Salary Range:

Application Systems Analyst 1 : $69,971.20 - $90,521.60

Application Systems Analyst 2: $76,128.00 - $100,505.60

Based on candidate qualifications, the position may be filled at either the Analyst 1 or Analyst 2 level. See Qualifications Section for additional information.

Retirement Program

Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees' Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

POSITION REQUIRED QUALIFICATIONS:

These skills are required of the work needed from this Data Engineer position.

  • Data Warehouse development, specifically using data vaulting methodology

MINIMUM QUALIFICATIONS:

Application Systems Analyst 1

Experience: Three years of progressively responsible experience in computer analysis and programming.

Training: Requires a Bachelor’s degree from an accredited college or university with course work in computer languages and programming, management of information systems, or related field.

Application Systems Analyst 2

Experience: Five years of progressively responsible experience in computer analysis, design and programming; business process engineering; knowledge of hardware and software used by the City.

Training: Requires a Bachelor's degree from an accredited college or university in computer languages and programming, management of information systems, or related field.

MUST PASS A CRIMINAL RECORDS CHECK.

Valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Some positions require applicants to have a psychological evaluation and/or physical examination and a drug test prior to employment. Marijuana use is evaluated consistent with current state law regulations.
